Resurvey of existing Private Virtual Campuses of the
Virtual University of Pakistan
Last date to submit application is September 15, 2010.
The Virtual University of Pakistan (VU) was established on March 23, 2002 by the Government of Pakistan and operates under a Federal Charter with authority to operate nationally and internationally. The University has provided an opportunity to the Private Computer Educational Institutes to become private sector partner. The University is establishing Private Virtual Campuses (PVCs) w.e.f. Spring session 2002 and monthly student share is paid (out of fee deposited by the PVC student) on the basis of its calculated index score.
Majority of the existing Private Virtual Campuses have improved and upgraded their infra-structure in terms of students’ services and examinations facilities etc. But payment of their monthly VU students’ share has remained unchanged since their establishment. In order to cater the requests of such Private Virtual Campuses, the University invites applications from its existing PVCs for resurvey in order to determine their updated student monthly share keeping the maximum limit in view. The interested PVCs must meet the following minimum requirements:
Building:
a. Sufficient number of class rooms, each capable to accommodate students in a class environment. Adequate furniture must be available in the class rooms.
b. At least one student Discussion room with adequate furniture & black/white board.
c. One waiting room for female students.
d. Admin Room (s).
e. One computer Lab (s) equipped with at-least P-IV PCs, capable of accommodating at-least 60 students simultaneously. Further expansion of lab/lab requirement is a must. Hardware/Software specifications of the computers are given below: -

Procedure for application:
1.
Application for resurvey of the Private Virtual Campus on the prescribed form duly filled in shall be received as per VU website advertisement. Incomplete applications or application submitted after the due date shall not be entertained.
2. The information about the institution provided by the applicant must be accurate in all respect. In case of any default/misstatement, the filed application will be rejected without refund of deposited fee.
3. Upon receipt of the applications, the case will be submitted to the Committee for nomination of person (s) for visit/survey to the intended Private Virtual Campus.
4. The University via email (provided by the PVC) shall intimate the possible dates for the survey.
5. The survey report of the PVC shall be placed before the committee. The committee after thorough review and considerations will decide about revision of the PVC share based on its Index Score achieved.
6. After approval of the recommendations from the Committee, the office order shall be issued by the Registrar’s Office accordingly.
Rules for PVCs:
1.
PVCs intending to apply for the revision of their student monthly share. shall be required to submit request on prescribed Performa along with requisite inspection fee. The University shall thereafter arrange visitation of representative to submit survey report to VU. The decision of committee shall be communicated to the concerned PVC.
2. The campus administrator shall be a whole-time employee having acceptable qualifications & experience.
3. Any change in the administrative staff should be made under intimation to the University via email psp@vu.edu.pk within one week, failing which appropriate action will be taken by the University.
4. PVC shall not be allowed to function in more than one premises/location without the prior permission of Virtual University of Pakistan.
5. PVCs will not be allowed to run selective study programs of the university.
6. PVC shall maintain an authenticated attendance record of all students.
7. PVC record shall not be removed from the campus premises and shall remain available for inspection at all times by the university.
8. PVCs may advertise VU admission in the print or other media. However, any deliberate misrepresentation shall be treated as sufficient basis for cancellation of PVC status.
9. Classes shall be held according to university lecture schedule and academic calendar.
10. PVCs are not allowed to affix any sign board/banner or distribute their pamphlet/brochures etc in front of any existing Virtual Campus of the University.
11. PVCs shall follow all instructions / regulations issued by the University from time to time.
12. PVC is responsible to provide computer lab facilities to students by the ratio of 1: 4 according to its student strength.
13. The University shall have the right to inspect PVC at anytime or conduct annual or periodic inspections or ask for any other information, document, proof or assurance or guarantee etc.
14. If at any time, the University finds the facilities are deficient that were available at the time of visitation or PVC is doing negative marketing then University has right to readjust monthly student share or suspend or cancel its status as a PVC with immediate effect. In case of suspension or cancellation the said institute after fulfillments of the requirements has to apply afresh to achieve the status of PVC.
15. PVCs shall not be entitled to issue any letter, certificate, diploma, degree to any VU student or person on the behalf of Virtual University of Pakistan. The PVC will not be allowed to use the VU or Government logo in any stationery for whatsoever purpose. Any proof regarding the issuance of said documents shall be treated as sufficient basis to take appropriate action against such PVC that may lead towards cancellation of its status.
RESPONSIBILITIES OF PVC:
a) Marketing & Admissions:
PVC will display prescribed VU sign board near campus entrance.
PVC will market VU programs from its own resources at its own discretion.
PVC will provide admission information to candidates at admission desk(s) and also organize seminars about VU.
PVC will distribute and receive filled up admission application forms along with requisite documents.
PVC will check, upon receipt of filled up admission application form, admission eligibility of each candidate, verify educational documents as per the guidelines of VU. PVC will also verify fee deposit and to enter candidates’ information from filled admission application forms on VU provided on-line link. Thereafter, PVC will mail via courier filled admission application forms along with educational documents and a copy of the paid bank challan to the university on regular basis.
PVC will arrange Orientation Program for newly admitted candidates well before the commencement of a semester.
b) Academics & Fee Matters:
PVC will have effective controls on the students’ activities by framing and implementing discipline rules at campus.
PVC will be responsible to mail the hard disk to VU Head Office for copying of student lectures, for campus requirements at least three weeks before the commencement of a semester.
PVC will provide at least 9-hour per working day facilities to VU students for lecture and Computer lab. This will include at least 2 hours per student per working day facility for computer lab equipped with internet.
PVC will maintain number of PC’s with the number of campus student strength i.e., one PC for every four students.
PVC will have an active participation with VU students and ensure submission of student assignments, lecture attendance, issuance of fee deposit challan etc.
PVC will maintain following office record and submit regularly to an officer/committee appointed by the VU:
(a) Attendance registers of the students.
(b) Notice board to display relevant VU notifications from time to time.
Student will deposit their monthly university dues at the prescribed bank branches and submit a copy of paid bank challan to PVC. It is the responsibility of the PVC to enter the student fee paid information on the VU provided link.
c) General:
In the month of October, each year, or as VU may determine, PVC shall submit a report, on a prescribed form, showing the changes in the management and staff along with their qualifications, students’ enrollment etc.
PVC will disseminate the information, as provided by VU from time to time, to the students in a timely manner and as required by the VU.
PVC should maintain proper record of student fee deposit information that should be submitted to VU Accounts department (accounts@vu.edu.pk) by the prescribed date as per the system established by VU.
RESPONSIBILITIES OF VU:
1. Announcement of admissions and admission process etc.
2. Preparation and electronic distribution of prospectus, forms etc.
3. VU will provide link to PVC in order to enter candidates’ information from filled admission application forms. Thereafter, PVC will check admission eligibility of the candidate, verify educational documents, and verify fee deposit and finally mail these to the university on a regular basis. Upon receipt and verification of the admission documents, VU will issue admission offer letter to candidate by providing VU ID number along with passwords to have an access to VULMS and VU mail account along with intimation to the PVC.
4. Notification of admitted students on VU website.
5. Providing web link for electronic distribution of lecture notes/handouts.
6. Student accounts on VU server, including e-mail accounts.
7. Maintenance and access to courseware on the web.
8. Availability of reference material on the VU web.
9. Time scheduling and broadcasting of lectures on
10. Examination/assignments/quizzes schedule.
11. Appoint examiners and invigilators.
12. Appoint an Inspector to visit exam centre(s).
13. Grading of exam papers, quizzes, home assignments etc.
14. Announcement of results/notification of results.
15. To inspect PVC from time to time through authorized person (s) nominated by VU.
16. Any other action that the University may require.
